Prepared the Feasibility and/or Preliminary Investment Study of the following proposed Projects:

  • JMall Mixed-Use Development;
  • Asian West Hotel Casino;
  • SSS Corporate Center;
  • JAKA Tower;
  • SM-Cebu Sheraton Hotel;
  • South Star Navigation; and
  • Palawan Regency Hotel.

1.    As Development and Project Management Consultant, of HSPOW Construction & Development Corp., I led and managed the negotiation and documentation of works Change Orders that generated PhP10.4 million collectibles. Also, I was the hands-on consultant for of the proposed PhP1.2 billion JMall Mixed-Use Development Project and accomplished the following:

  • Led and supervised the organizing, staffing and hiring of the Project Management Team;
  • Chaired the Kick-Off Meeting of the Project;
  • Led the project start-up operation as interim Project Director;
  • Drafted the HSPCDC Employees’ Site Manual;
  • Drafted the General Construction Contract; and
  • Negotiated the supply contracts of various suppliers.

2.   As Project Management Consultant of BB International Leisure Resort and Development Corporation I accomplished the following:

  • Prepared the Executive Project Brief of the proposed US $68.5M Asian West Hotel Casino Project, consisting of  288-room Business & Leisure Hotel, Casino, and 18-Hole Championship Golf Course, located at Clark Special Economic Zone (CSEZ) in Angeles City, Pampanga; and
  • Interacted with the different consultants of the Project during the preparation of conceptual designs.

3.   As Vice President for Development, of Hertford Consulting Philippines, Inc., I served in the Executive Committee and led our technical group together with our legal consultants in preparing and negotiating various contracts and agreements that resulted in the framing of the final drafts of the following contracts and agreements for the proposed PhP11 billion SSS Corporate Center Project (SSSCCP).

  • Term of Reference;
  • Build Operate and Transfer Agreement;
  • Facilities Management Agreement;
  • Ground Lease Agreement;
  • Assumption of Lease Agreement; and
  • Trust Fund Agreement.

Prepared and assisted in the Project presentation with the Regional Development Council (RDC) of Metro Manila Development Authority (MMDA) that resulted in the issuance of MMDA Resolution No. 05-02, Series of 2005. “Favorably Endorsing to the National Economic and Development Authority – Investment Coordinating Committee (NEDA-ICC) the Approval of Development Plan for the Establishment of Social Security System (SSS) Corporate Center”

Prepared and assisted in the Project presentation with the Quezon City Council for the issuance of Ordinance No. SP-1525, S-2005 through Ordinance No. SP-1699, S-2006 extending the rezoning of the SSSCCP site.

I was also involved in the preparation and negotiation of the Land Lease Agreement for the proposed Shoe Mart Business Hotel and Recreational Project (SMBHRP) located at the SM Mall of Asia Complex.

I also prepared the Business Case of the proposed SM Sheraton Cebu Hotel, a 22-storey Hotel located at Cebu Port Center, Cebu City, comprising of 60,000 square meters of Gross Floor Area (GFA), adjacent to the SM City Mall Cebu.

4.    As Chief Operating Officer of Sierra Management Corporation (SMRC) I led and managed the operation of the company in accomplishing the following:

  • Supervised the land-use conversion of a 27 hectares that generated PhP27 million gross income;
  • Drafted and Implemented the contract for client’s real estate development program that generatedPhP26 million gross income;
  • Prepared the presentation of factual evidences (rules and regulations on land use conversion) that earned PhP20 million gross income;
  • Prepared and defended the Investment Study of establishing the proposed South Star Navigation, Inc., that resulted in the approval and release of a PhP40M loan from the Land Bank of the Philippines;
  • Responsible for the issuance of the Certificate of Public Conveyance (CPC) from MARINA offices (Manila, Batangas and Legaspi);
  • Led the start-up operation of South Star Navigation, Inc. in Puerto Princesa City;
  • Negotiated the repossession of our two fast-craft vessels held by our Masbate agent;
  • Prepared and implemented Company Rules and Regulations of the Sierra Group of Companies;
  • Designed and conducted Continuous Improvement Seminar/Workshop for the employees of the Sierra Group of Companies, and
  • Prepared the Building Rules and Regulations of Sierra Apartelle.

I also held the following senior level functions in the different subsidiaries of SMRC:

  1. Vice President for Administration and FinanceSierra Hotel Corporation;
  2. Vice President for Marketing and Finance – South Star Navigation, Inc.;
  3. Vice President for Administration and Finance – JDA Construction and Development Corp.

5.   As Operations and Administration Manager of Laguna International Industrial Park, Inc. (LIIPI) my technical and business skills led to the accomplishment of the following:

  • Completed the construction and development of the US$11.5 million Laguna International Industrial Park Project (LIIPP);
  • Negotiated the smooth relocation of the farmers occupying the site of LIIPP.
  • Drafted and implemented the Rules and Regulations for the proposed Laguna International and Industrial Park Association; and
  • Negotiated the release of the Transfer Certificate of Titles of the subdivision’s lots that generated PhP93 million net profits.

As a Project Engineer I have contributed in the operation, administration, construction, and field works in the following projects:

  1. US$1.2B National Guard Housing Project, (consisting of 4576 soldier villas and 500 officers villas in Riyadh, Kingdom of Saudi Arabia),
  2. Telecommunication Project Phase-2 – Burried Telephone Duct Bank of the Jubail Royal Commission in Jubail Industrial City, KSA,
  3. New Jeddah Airport Desalination Plant No. 2 in Jeddah, KSA,
  4. Manila International Airport Development Project in Pasay City,
  5. Southern Luzon Electrification Project (consisting of 180-230 KV Transmission Line Steel Towers from Camarines Norte to Laguna), and
  6. Various DPWH Road and Bridge Projects in Dapitan City, Zamboanga del Norte.
